Electrify America is best, in my opinion, for travel because they generally have 4, 6, 8, or even more charging positions. Little chance of being unable to charge due to breakdown or someone else being there. The others frequently have only a single CCS position. Plugshare tells you exactly for each...

I had a somewhat similar "payment declined" problem but it seemed to be related to the fact that it was a brand-new, never before used EA account. On advice of the EA rep, I used their app and had no problem charging along 395. The "tap your phone" option didn't work for me.

We turned in two Volts recently. We did NOT do an advance inspection, just turned them in. They both had worn tires and bad curb rash on the rims. Are you saying you made it Victorville-Vegas-Victorville on one charge? Almost all of it used on the outbound leg?
