If you mean the threaded rod with the loop eye then that's the tow hook that screws into the front bumper under the little hatch cover.

Technically it's called a "Tow Eye" and it will attach - thread into the front bumper after the round plastic plug is removed.
It will also attach - thread into the rear bumper again, after removing the square plastic cover.
This is covered in the Bolt manual under Vehicle>Towing .. (page 290 in my 2020 model book)

Chevrolet recommends flat bed towing but this device may be used for short distances at low speed.

I've used my Bolt as a lifting device by attaching a very strong 50ft rope to the tow eye running it over a large elevated pulley and then rigging it to a moderately heavy load .. no problem ... ;) ... I suppose the Tow Eye could be used to pull the car out of a ditch or when stuck in the snow too.

So yes. I think it could be called a tool as well.
