I got a response from Chevy to the question I asked at the LA Auto show

Hill top reserve is an option to limit charging to approximately 90% so that people charging at hilltop locations can take advantage of regenerative braking on the way down

Good job, Chevy! This is a feature lacking in many cars

I would say that for better battery life, this option should normally be selected, using full charge only in those cases where maximum range will be needed.

Absolutely! It's great to have this feature.

I only wish the 90% limit was easily user selectable, say from the smartphone app. It's only software, so there's hope they'll continue to refine it.
 
You can set it to happen at home only, away only, or always on/off. I am just glad charging to 90% clears the all the information on the screen that references "since last full charge".
