No, it's as simple as that:
In Europe we use the NEDC cycle which is about one third higher than the EPA range numbers.
EPA range: 238 miles = 383 km
NEDC range = EPA range + 33%: 383 km x 1,33 = 509 km
So they can easily claim 500+ km
