I don't want to be rude but this just doesn't make sense. The Qi standard has nothing to do with GM. Since the Galaxy S9 charges properly on Qi compatible mats, it could be a GM issue.

The value can be set between about 40% up to 100%.
I checked on the Chevrolet site and there nothing about ACC, neither have I ever heard about it.
Meanwhile, for the charge limit, yes, it is available on the 2019. It's a slider you can adjust between about 40% and 100%.
