I had the same problem. I brought it to dealership today, and they diagnosed the problem as "Loose Lower Steering Shaft Bolt" and fixed it in less than an hour. Fix was "torqued the bolt to specs". No charge since Bolt EV is still under warranty. Steering is back to smooth as butter.
