'19LT with confidence 1 and II packages. DCFC also. Stiff suspension means you feel the bumps in the road...kinda like a harsh ride but not mushy like a 20 year old pickup with blown shocks. The Bolt is a great car for the money. The electronics are great, better than Tesla IMO. Some people don't like the seats but I didn't have a problem. To me, suspension seems a little stiff. Personally I don't want to put slime in my tire---it gets on the wheel and makes it hard to balance.
I carry a tire plug kit and an small portable air compressor, and a pair of pliers.

How long the battery fix takes depends on your place in line. The '19 models that were made in the last half of '18 are more suspect than the others and are being fixed first. I think Chevy wants to get this over with as soon as possible, so maybe 6-9 months for the rest of them? Just a guess.

The pictures aren't showing but from your description, I'd say the total current available is 35 amps. So to meet code, you shouldn't use more than 80% of that, or 28 amps for your charger

35 amp breaker? Code says to only use 80% of breaker amps for continuous use (like charging). So your max current should be 28 amps. If the outlet worked ok for 10 months but recently caught fire, sounds like a connection worked loose. That can happen as wires heat and cool, expand and contract, and...
