Originally, the Ampera-E had a 400+ mile range. Now after some other recent announcements from other EV makers, such as Renault with its 400km EV, Opel had to re-release the graphic and also announce the Ampera-E has a 500+km range so it's still at the top of the graph :)

Can they just change the range like this? Is the extra range grounded in fact or just a statement?

I don't think they've released the official range on the European test cycle yet. They're still in the same mode that GM was back when they were claiming "at least 200 miles". So as long as the official European cycle range isn't less, they can probably announce whatever range they want.
 
:D so if we buy it in Europe our range automatically increases by 100 kms lol. Crazy...

No, it's as simple as that:
In Europe we use the NEDC cycle which is about one third higher than the EPA range numbers.
EPA range: 238 miles = 383 km
NEDC range = EPA range + 33%: 383 km x 1,33 = 509 km
So they can easily claim 500+ km

In Europe everybody knows that the NEDC numbers are way too high, but its due to the fact that all numbers are way too high, even the numbers from the combustion engines. That's why VW got that fine in the US.

No, VW got that fine because they installed software on the cars' computer so that 'in test mode' the car would produce a lesser amount of pollutants - under normal driving conditions the engine produced more pollutants.

The Chevy Bolt site is definitely the most informed site that I'm on. The detailed information that some of the users are able to post is extraordinary helpful Just for my own curiosity I would be interested in knowing the mix of users on here that work within the industry versus people who are just trying to gather information
