Possibly there is a problem with your 115v power source.
Maybe your 12v battery (under the hood) is going bad, that battery is known to cause “issues” when it starts going bad.
Lots of other possibilities and perhaps you should consider a dealer if the above doesn’t help.
Do you have a reference? Bolt 2019 Manual page number 114: this doesn't explain anything. It does not even mention cell towers. I finally put mine in Manual to adjust out of DST and then put it back in Auto. Nothing set automatically.
