This is arguably to code, although I admit that if the inspector did argue, I would expect to lose the argument.

Did you build in some "slack" so that as the tree grows it doesn't lift the charging station (the charger is built into the car) cable out of the ground for a few years?

Apparently trees don't grow up, they grow out. Otherwise you'd see old carved initials way up high in trees. Over time the charger will move toward where the camera is, and the underground conduit should be good for at least a few inches of movement, which hopefully means 20 years or more. By that time maybe we'll finally have flying cars.
