The director of marketing is on record saying that once they get enough inventory, the Bolt will be available nationwide.

Does this mean they're planning a staged rollout to CARB states first, or is it more that depending on supply/demand, it won't necessarily be in every dealership nation wide right from the get go?

I'm in Northern Washington State so would be farther down the list if it is a staged roll out...

Likely staged, but not necessarily by ZEV States as they will bank plenty of CARB credits to last them for the foreseeable future.. IF it is staged by ZEV states, Portland is well within it's range if you equip it with the Quick Charge option. Once you hit the Tacoma area CCS becomes readily available.

Being from WA, you will have to pay Sales Tax on the Bolt as it will be above the $35K cut-off. Time to start lobbying your representatives to up that to something like $40K?

You mean like this?
A new law signed by Washington governor Jay Inslee makes two important changes to the state’s electric car incentive program. The changes add plug-in hybrid cars, provided they have at least 30 miles of range. It also raises the maximum sale price from $35,000 to $42,500. Not coincidentally, the higher sale price will allow several cars like the Chevy Volt, Nissan LEAF SL, and the upcoming Tesla Model 3 and Chevy Bolt to qualify for the state incentive of $3,100. The rebate is available whether the car is purchased or leased.
