Answering based on the Spark (which really was the beta test for the Bolt). No! No way in the theological place of eternal punishment. And even if it could be done it wouldn't be close to $750. At least one Spark owner found this out the hard way after believing a less than reputable salesman.

I really wanted a Bolt, until I took a test drive. My wife and I both found the seats to be the worst we'd ever had in a car. I wasn't expecting the level of comfort you'd get from an old French car (laugh but my old Renaults had superb seats), but I expected something that didn't cut into me...

My Spark EV is rated at 82 miles and 128 mpge and, except in the dead of winter, those are pretty honest numbers. Based on this real world experience over 2 1/2 years I see no reason to doubt the Bolt's numbers. (Of course, leadfooted bolters will see lower numbers)

As if building a compliance car were a cardinal sin. Sure my Spark's a compliance car, but I also think of it as a beta test car. I think it's particularly smart to build something in limited quantities to test out the concept and then, applying what you have learned, go for it. Of course...
