My brand new Chevy Bolt EV is very quiet at Park, but when I put it on Drive, L or R (Rear), it has a pretty loud whooshing engine noise, it is hardly quiet. I have a Chevy Volt (Hybrid) also, and when running on Electric, it is super quiet.
Is this whooshing loud engine noise normal for the Bolt ?

It is the pedestrian warning sound that can easily be disabled.
 
From the Owner's Manual:

Pedestrian Safety Signal - The vehicle is equipped with automatic sound generation. The automatic sound is generated to indicate the vehicle presence to pedestrians. The sound changes if the vehicle is speeding up or slowing down. It is activated when the vehicle is shifted into a forward gear or R (Reverse), up to 23 km/h (14 mph).
